Meet Joseph (Joe) A. Cazares
New York City, New York, U.S.
Joe Cazares is a senior program manager with more than 40 years' experience delivering large, complex infrastructure programs across North, Central and South America.
He specializes in designing and constructing large-scale mega-projects involving challenging schedules, contractual, and project phasing elements; risk management; and including fast-track methods and multiple delivery systems.
Joe believes that while challenges facing large programs are significant, with the right tools and effective risk management, they can be addressed to successfully complete critical infrastructure.
He returns to 网曝吃瓜黑料一区二区三区 to join our Major Programs group, with a focus on Rail and Transit. Risk management is a critical aspect of Joe鈥檚 proactive approach to program management, helping our teams identify, minimize, price and mitigate risks; and to effectively respond to risks when they occur. He鈥檒l be supporting our rail and transit groups globally as we implement sustainable transportation across the globe.
Joe says the passion he鈥檚 been able to maintain over the years comes from collaborating with extraordinary individuals from the far reaches of the globe to plan, execute and successfully deliver complex mega projects. From these interactions, he鈥檚 earned new cultures; gained different perspectives for managing and mitigating risks; and obtained enduring friendships.

On September 15th, 2023, Joe participated in the 2023 Engineering News-Record NYNJ Infrastructure Forum in New York City for a panel discussion on 鈥淲orking in Uncertain Times鈥擬anaging New Levels of Project Risk.鈥 He brought to the panel lessons learned from his involvement in high profile undertakings such as California鈥檚 High-Speed Rail and Delta Conveyance programs, Toronto鈥檚 Metrolinx Regional Express Rail and the Panama Canal Expansion program.
Joe is also giving back to the next generation of leaders, teaching a Master鈥檚 level course in project initiation this fall at the Naveen Jindal School of Management at his alma mater: The University of Texas at Dallas.
